The Public Health Act, 1848 (11 & 12 Vict. c63) and the Local Government Act 1858 (21 & 22 Vict. c98) permitted the creation of Local Boards of Health. Heaton Norris Local Board was established in 1872. After just over twenty years its powers were transferred to the new Urban District Council set up under the Local Government Act, 1894 (56 & 57 Vict. c73). Despite its title change the administration was continuous and pre 1894 volumes continued to be used for U.D.C. purposes. As this list is by originating body any post 1894 items will be found under the U.D.C. The calendar lists are largely divided by subject, however, so it should not prove difficult to locate the complete sequence in practice.
