Bailiff Tracks Down Bookworms

A council drew up its black list of bookworms yesterday - and sent bailiff Bill Jackson out on his strangest assignment. So many borrowers have failed to return books to Bramhall Library in Cheshire that 35-year-old Bill has been asked to turn detective and track them down. Said Bill yesterday: "I shall use the same tactics on the library laggards that I use on the people who fail to pay their rates. I shall be kind, courteous - but firm. If that doesn't work there is always court action - but I'm sure it won't be necessary.""
