Mr. W. Jackson, Rating Officer with Hazel Grove & Bramhall U.D.C., sets out on his rounds to track down library defaulters. The newspaper clipping on the back of the photograph reads: "Bailiff tracks down bookworms. Express Staff Reporter. A council drew up its black list of bookworms yesterday - and sent bailiff Bill Jackson out on his strangest assignment. So many borrowers have failed to return books to Bramhall Library in Cheshire that 35-year-old Bill has been asked to turn detective and track them down. Said Bill yesterday: "I shall use the same tactics on the library laggards that I use on the people who fail to pay their rates. I shall be kind, courteous - but firm. If that doesn't work there is always court action - but I'm sure it won't be necessary.""
