Part of Manchester ancient parish, Heaton Norris like other townships was responsible for its own local government until well into the nineteenth century. Before the 1834 Poor Law Amendment Act the townships organised their own poor relief. Heaton Norris became part of Stockport Union on its formation in 1837 and the overseers lost many of their functions. As well as the poor rate books, some highway rate books, county, constabulary and sewage rate books and borough and improvement rate books have survived. The county rates were payable in the part of the township outside Stockport Borough, the borough rates in the part within it. District rate books are listed under the Local Board. In 1872 Heaton Norris Local Board (qv) took over many of the responsibilities previously held by township officials; the overseers continued to be important as rating officers however.
